We have this service here. It is called International Business Reply Env.
I use them here, and it works from most countries. You have to follow the
USP regulations as it should be on a number 9 size envelope. You send it
with your qsls or qsl to a ham overseas. He then can answer your requests
place the qsl in your IBRS envelope and he does'nt need to pay any postage
as postage is paid by the sender you. You have an account with the post
office here and they charge you $1.40 for each one received they can have
up to 2 oz per envelope. To get the permit is expensive. About $700 a year.
So you have to send a lot of these out to pay for the permit. I have them
here and use them all the time with good results. The only draw back is some
countries do not know what they are, usually small countries. But the main
big countries: Like France Germany Japan England and a few others I have no problems using them as I send lots of mail to those countries for the qsls I receive for the hams using my service. It pays me to have the permit as I can send them 
with my qsls.
