[Dx-qsl] Japanese International Reply Envelopes

I just received a QSL direct from Japan that has a Japanese International
Business Reply envelope enclosed.  Basically, it is an IRC printed right
on the envelope.  All I have to do is enclose my QSL and send it.  That
is awesome!

I am curious if someone from Japan could explain how this works, like
how much it costs, and who prints the return address on the envelope?
