But keep in mind that some US managers do not accept buro cards on behalf of
their managed stations.

I should know the answer to this question but I don't!
I have some DX QSLs going to stateside managers.  Is it permissible to send
cards for DX stations to their stateside managers via the ARRL Hqs bureau?
