[Dx-qsl] follow up J5C and LOTW

Looks like they must have caused so much activity, they took the LOTW system
down.  Happened right after my 3rd contact was matched this morning, and
here at 3:30 PM eastern, its still down.  I have noticed this one or two
times before, when a large file was uploaded.
