[Dx-qsl] Use of old call sign

Some people (not necessarily in this situation) use their OLD call sign
to work DX when the DX is calling by the numbers to insure a contact.
For example, I am a 7 but if I previously held a 4 call I could answer
the DX with my old 4 call when he is asking for 4's thinking he might
fade away by the time he makes it to the 7's. Since you can get DXCC
credit for any US call you held in any part of the country he could
submit the QSL for DXCC credit and unless the DXCC checkers researched
the FCC database to see if the call was in effect at the time of the QSO
it could be counted. Just another form of cheating such as when someone
is outside of their call area and answers the DX with a portable call.
(ex: K4QSY is in AZ. When the DX asks for 4's he answers but doesn't
get thru. He gets a second chance when the DX asks for 7's by answering
as K4QSY/7). Another reason the FCC should not have done away with the
rule making call signs reverent to the ham's QTH. You move to a new
call sign area you change your call to match. You can request a vanity
call, just have it match the new QTH.

FCC data base shows new call effective April 3 and he
is using new call first of March :-)
