Germany is $3 now.  For Germany I am now using IRC's.  I just purchased 28 IRC's for $2 as the USPS is raising the rate on May 12.  I also bought 300 forever stamps so that I can put them on US SASE's.  That way if they don't get around to sending the QSL card right away I won't have worry about the postage rate.  

I have sent $2 for the rest and gotten a QSL returned.  Except Italy.  For some reason I have sent QSL cards to a couple Italians and they have not responded.  But then it could be the hams I sent to.
