Sounds more like a USPS thing, as the receiving postal
authority really need not concern itself with how much
was paid to the sending postal authority.
Consider also IBRS or other franked items where the
amount of postage (or to be) paid is not shown.
There is a need for something to indicate that postage
was paid & these stamps are effectively the same as
a "taxe perçue" chop by the sending postal authority.
Stamps must indicate a value & IRCs have to be
chopped by the issuing postal authority... sounds like
USPS.
