Hi, Nenad.

I don't know.  I seem to recall that some foreign postal systems 
would not accept inbound postage without denominations.

I know several years ago the US Post Office increased their rates and 
didn't have enough new stamps printed up, so they issued 
non-denominational "A" stamps that would be accepted in place of the 
new postage.  The information at the time was that these 
non-denominational stamps could only be used domestically and were 
not good for international postage.

Hopefully someone else on the reflector can answer your question as I 
would like to know, too.
