Originally, the current crop of IRCs were priced at $1.85 and have 
that value printed on their face (for IRCs originating in the United 
States). Last year, the price increased to $2.00, but the IRCs were 
not reprinted with the new value on their face, thus for the purposes 
of the USPS's internal accounting, they need to put a 15 cent stamp on them.
