With the start of the New Year, it's time to check for postal rate changes.
Please review http://www.qsl.net/w9ol/IRC_Chart.htm for any changes that may
have occurred.

remember: for accuracy, I only accept data from hams residing in the country
they are reporting.
Please no 3rd party reports as 'translation errors' in the past have created
inaccuracies/confusion.
