[Dx-qsl] Using IRCs bought from QSL managers

I apologize for the second IRC related question... I truly wish the 
things weren't such a nightmare!!!

I've seen a few reports indicating problems redeeming an IRC if the 
DXer is not wanting to at the same time send a letter to the country 
of origin for that particular IRC. Are these rare/isolated cases or 
something to be concerned about if using 'recirculated' IRCs 
obtained from a QSL manager? I'm assuming IRCs obtained that way are 
'random' in terms of country of origin. Any comments appreciated.
