[Dx-qsl] FW: International Flat Rate Envelope

Have any of the US members of this reflector used the priority mail international flat rate envelope to send cards to the bureau in other countries?
Is this envelope the same size as the domestic flat rate envelope? If not, how many QSL cards can you put in the international flat rate envelope?
When I tried to order one of these envelopes on line from the US Postal Service, I was asked to provide telephone number for the recipient. Of course, I do not know the telephone number for QSL bureau addresses. How do you get around that requirement?
I appreciate the ARRL out-going QSL service very much but as the weight of cards going to a single country's QSL bureau approaches a pound it becomes less expensive to ship directly to that country. If this international flat rate envelope will accommodate more than one pound then it would be an even better alternative.
