From http://www.rsgbiota.org/help/claimingQsos.pdf it looks like
an automated version of how one used to be able to claim credit
for DXCC if you were in the ARRL DX test log for some station. In
http://www.rsgbiota.org/help/RegGuide.pdf it says this is possible
starting from the 2004 IOTA test.
It also seems that to do this, you will have first submitted an IOTA
contest entry, as they specifically say you need to send the same
thing to them again to make use of the new process. Clever trick
to increase the number of submissions for the contest. ;^)
Based on what the rest of what Alan tells us, there must be some
good reason(s) why a major national society like RSGB decided to
build its own LoTW-like system.
