Rich,
My understanding (and I could be wrong, nor is this universally true) that
most of the time, a QSL Manager or DX station will declare some or all of a
station's logs "closed" to QSL'ing when, after an extended period of time,
s/he feels that few if any additional QSL requests would or should be made.
In other words, they figure if you haven't asked for it by now, you ain't
going to, so they don't want to be bothered with them anymore.
In some cases, the available stock of blank QSL cards is exhausted and no
more will be ordered.
Having said that, in recent years, there are various groups and individuals
(such as the QSL Manager's Society) which have a standing offer to assume
QSL Manager duties for anyone who wishes to "close" a log or otherwise has
to relinquish the duty for any number of reasons. Some take these kind
souls up on the offer, others do not.
Problem is, of course, that if you don't know that a log is "closed" and are
now trying to track down an old one that you never got a card for (including
cards sent/received that were lost in transit), well, you're screwed.
And some of these who have "closed" their logs haven't publicized it well if
at all; for example, my first TJ QSO (a US YL to boot) was never confirmed.
By the time I realized it years later, the YL was back in the States, her OM
was retired, and I later found out that they had sold off all of their gear
and relinquished their tickets. I spent a good 10 years on-and-off trying
to get a confirmation, but never a response until I found out on this
reflector that the logs were "closed" and probably shredded and/or landfill
fodder. I can only assume that my many SASE's went the same route. So it
goes... and I've since worked others, so at least I have the entity
confirmed!
