For what it's worth, I looked over my log of 14,253 QSOs over 25 years and
found 4 stations I need for modes or bands where I have been unable to
rework other stations and eventually get a QSL card. These 4 ops have failed
to QSL despite multiple and various means of trying to secure a card,
including bureau, direct with IRC, direct with $$$$, and direct with DX
stamps. I tried the usual alternative addresses and various envelope
disguises. I emailed those whose email addresses I could find, and actually
got a reply from one (JY5HX), telling me how busy he was and to be patient
(while he continued to collect $$$$$$$$). Here are the results:
Z2/DK2SC, 40 meter CW, 22 Sep 1997
YL1XX, 80 meter CW, 10 Dec 1997
JY5HX, 30 meter CW, 14 Dec 1999
FM5AD, 6 meter SSB, 31 Dec 2001
If there is QSL Hall of Shame, I hereby nominate these ops as charter
members.
