[Dx-qsl] VP5/PY2XB cards

PY2XB is still receiving many requests for his recent operation as 
VP5/PY2XB, despite announcements in all DX Bulletins and DX lists.  Fred 
will forward any requests received via direct envelopes to his 
Manager-PT7WA, but of course, it will delay the process of QSLing.  For 
those sending bureau cards: be sure to write "VIA PT7WA!" so the Central 
Bureau will correctly send to the PT7 Bureau instead of the PY2 bureau.
