Late this afternoon I went to the post office to get some 2 cent stampes 
and to try and get some IRCs.  The clerk then told me that because of the 
pending rate increase, IRCs have been discontinued.  He said he'd 
remembered reading that.  He asked the clerk next to him and she also said 
they were being discontinued.  It was closing time and there was a line of 
people in back of me, so I didn't pursue it further.  But I can go back 
Saturday morning if necessary.

Did I miss something?
