You than need one 'frend'  in each entity.
If that friend extends his friendship to more than
one we have a service. After all one station may have number of 
QSL managers, not just one.
 
So it requires: QSL layout of your own card (.pdf, or .bmp)
                      ADIF (export for that country only)
                      Stckers for QSO data printing
                      Rubber stamp for 'would be manager'.
                      Domestic stamps (and SAEs).

Here is what you do 

send a qsl file to the country you have a friend.  Have friend stamp the

 card with a verify for qsl checking if needed.

Have them print the labels/cards and mail in that country for domestic
postal price

Also to save on cost mail as a postcard
