Considering the half-dozen or so emails I've received since heading up to
make dinner...

Remember that the two extracts from the ARRL Letters shown below are from
February and March 1999.  There have been several operations since that
time; presumably there's no problem with their licensing since then!  The
question mark revolves around a roughly 5 -6 year period, not things before
or since.

And... I merely presented the information to answer Danny's question.  I
take no position on who said what, who didn't say what, what the "King" of
DX did or didn't do, and so forth, especially on things that took place 8
years ago of which I had no part.  So please quit shooting at the messenger!

Burundi (9U) contacts disallowed: The ARRL DXCC Desk says it's determined
that documentation for operations from Burundi (9U) since 1994 was forged.
After inquiries to DXCC about Amateur Radio operations from Burundi, the
Director General of ONATEL, the communications authorities in Burundi,
informed DXCC that the licenses were forgeries. The operators reportedly
were expelled from the country, and the incident is under investigation by
their employer. The DXCC Desk has since been rejecting cards for those
operations. As soon as possible, all contacts from those operations will be
purged from the DXCC database. This affects all operations since 1994 using
a 9U prefix. DXCC notes that the submission of forged documentation is a
clear violation of DXCC Section 1, Basic Rule 7, and also Rule 12(a).--DXCC

As I recall, there was discussion on a couple of the DX forums about this,
and there were allegations made that the licenses were actually issued in
good faith at the time, but were retroactively cancelled following a change
of administration, but I don't recall the details offhand.

So the answer to your question Danny is that either (a) they thought they
were legit at the time, or (b) they didn't care about DXCC but wanted to
confirm the QSO anyway.

Just got my DXCC update back from DXCC, which had been sent in 12 February.
They Bounced 9U5DX -two cards in 96 as being a forged license.  I also see I
have 9U/F5FHI which I had sent in before, listed it also as a forged
license.  There go my 40 meter CW contacts.  I can almost understand someone
getting on and using an invalid call from a place like that, to stir up
interest.  But, why QSL?  They must know they are going to get caught out.
