I had a similar problem at my post office in November 2006, just before 
the expiration.  My post office tried to sell me the expiring IRCs and 
when I showed them the expiration date on the old IRC, they were 
stumped

This is what I did:

I took the document referenced below and reviewed it with the Post 
Office supervisor.  She was very appreciative and asked if I would let 
her keep the document, which I did.  Now she is like a best friend when 
I go to the Post Office and she keeps the new IRCs stocked for me.

Should we have to do this work for the Post Office. No!   But, it's 
better to work with them and then they will be happy to help you.  It 
worked for me! I hope that things work out for you too.

PS - When you get the new IRCs, you may have to show them where the PO 
stamp goes, but after that, it should be clear sailing.

They tried to sell me the old ones which expired 12-31-2006! I told the 
clerk they were invalid, and she said "We've been selling these all 
along. We just put a 10 cent stamp on them because the price has gone 
up. No one has complained." I told her that they were invalid and would 
not be accepted overseas and should be returned to the supply depot. 
She 
called her supervisor over, and he tried to tell me the same thing. Is 
it any wonder that some are still reporting receiving old IRCs with QSL 
requests?
