Yes, TG9NX was unreasonably sarcastic. And the tone of his note, sarcasm
not withstanding, was that insufficient funds were provided for the return
QSL. The complaint posted here originally about TG9NX alleged that, again
sarcastm aside, that the request for additional funds was unreasonable.
TG9NX's sarcasm aside, I don't think I mis-analyzed the complaint.
Regardless, [and FWIW I agree that TG9NX has probably stepped over the line
here], to extend from that the implication that the ARRL DXCC desk
explicitly condones TG9NX's actions [on the basis of the last sentence of
DXCC Rule 12(d)]is very unreasonable.
My point was and is that to slam the ARRL DXCC desk over TG9NX's actions is
ridiculous.
You may agree, you may not; so be it. Let's keep the focus, though, where
it should be -- on the QSL actions of the DX station, not on the feet of the
people who issue an award that someone may or may not use his QSL card as
part of their application. And, if you feel that his actions warrant his DQ
from DXCC, then gather your evidence and talk to the DXCC desk; don't just
assume that they're OK with it and slam them accordingly.

I doubt it, Ron. I think the action that precipitated this thread was not
his QSL requirements, but the sarcastic and demeaning note he returns using
your SASE if you don't follow his instructions. A civil note explaining
the problem and asking for cooperation would not ruffle anyone's feathers
(except for some of our distinguished brethren who go through life
spring-loaded in the pissed-off position, but they're another story).
I am duplicating below the text of the actual note as it was returned to me
using my envelope and return postage:
"Dear O.M.:
"We need your help to improve our QSLing system. What was it that went
wrong with you? Why didn't you send enough funds for us to process your QSL
card?
"To the point of exhaustion, the operator tells everybody: 'If you need a
QSL card, the information for QSLing is only OK on QRZ.com on the Internet.'
"Please choose from the following options what was the problem:
1) I didn't hear the information.
2) I don't know what QRZ.com is.
3) I ignore what a mail drop is.
4) I don't have a computer.
5) It is in my nature to try to get everything for free.
6) Everything has to be my way.
7) People who charge for shipping and handling should be put to death.
8) I trust no one from Latin America.
9) My budget only allows me to QSL with two 37 cent stamps or by the
bureau.
10) It is in my genes to contradict everything.
11) I was so drunk when I made the contact that I don't remember
anything.
12) I believe that the final courtesy of a QSO is a free QSL card.
13) If I only had a brain!
14) I'm trying to think but nothing happens.
15) I am a Moron Tried and True.

Ron, that kind of response is guaranteed to enflame even the most
easy-going among us. From looking at the QSL card I finally received, the
gentleman is obviously very proud of all the cards he has received
(10BDXCC, #1HR, blah, blah), but I can only wonder how he would have
progressed if all those he solicited cards from had been as filled with the
spirit of ham radio as he is.
I don't begrudge his QSL practices, only his attitude.
