Why do we have to tolerate ARRL bashing when not warranted?
If you have a problem with TG9NX or any other ham being a green stamp
collector, and you feel that this should make their card unacceptable for
DXCC purposes, contact the DXCC desk and discuss it with them. They may not
be aware of the situation, as I doubt they keep detailed records on the QSL
policies of thousands upon thousands of DX'ers and DX.
Let me be more specific: The issue here is the allegation that TG9NX
unreasonably demands green stamps in return for a QSL card, right?
Implication being that he's selling his QSL cards by demanding funds well in
excess of his needs to cover return postage and related reasonable expenses,
right?
DXCC Rule 12.(d) specifically refers to "blatant inequities in
confirmation(QSL) procedures." The last sentence of the rule states
"Complaints relating to monetary issues involved in QSLing will generally
not be considered, however." That is FAR from condoning unethically
practices! On the contrary, my interpretation of that sentence (in context
of the rules in general) is that a DX station won't be considered for
disqualification for routine monetary disputes -- such as "I sent him
money/IRC's and never got a card back" and routine situations like that, as
it may involve matters outside of the hands of the DX station involved.
BUT -- it does NOT say that they will NEVER be considered. Key word is the
very first one: BLATANT.
If enough DX'ers can make a legitimate case for QSL card sales for green
stamps (in this or any other case), the situation should then warrant
follow-up under ALL of the terms of Rule 12(b).
Why not do something constructive about the situation, like calmly bring the
facts to the attention of the DXCC desk, and calmly seek out others (if any)
with the same problem, and make your case? Rather than slander the DXCC
desk in an open forum, which may make you feel better but won't solve
anything?

Thanks to all those who took their time to express their opinions regarding
TG9NX's QSL practices. I understand the problem that some DX'ers in some
countries have regarding unscrupulous postal workers. But, in my opinion,
the solution is not what this gentleman is doing. If he has that problem,
he should complain to Guatemalan postal authorities. I am sure that they
will be willing to cooperate to solve the problem. I have not heard of any
other ham in Guatemala complaining of their postal service. The address in
Miami that he uses, is not a mail drop or APO-style address. It's the
address of another fellow ham. If TG9NX were not in the green stamp
collection business, he would get a QSL manager, in the US or any other
place he may consider "safe". Finally, this situation (and I am sure he
is not the only one doing this) is condoned by the ARRL. See DXCC
Rule12(d). Solution: work some one else, preferably, the TG9/N0XXX-type.
