Not sure why Palestine is being brought into this.  But, for the record, Palestine has UN observer status - like the Holy See and Taiwan - and has de facto independence (although the IDF has tested that quite often).

Well, in a word, yes.  The UN recognizes it as an observer entity and the ITU has allocated a frequency block.
