Many countries have different postage rates for sealed and unsealed 
mail. Cutting the corner off an envelope makes it legally unsealed 
(but is much safer than leaving the top unsealed and just tucked in). 
Hence it's cheaper to mail.  I don't think that's true in the U.S.
