I can confirm IRC's are not anymore sold in Holland, but the new ones can be
traded in for stamps or money.

 Just received a QSL request from the Netherlands with a SAE enclosed. The
guy claims, there are no IRCs available for sale in the country... Can
anybody confirm that?
