Fred,

And may I respectfully ask WHY these Thai Nationals needed a US 
license?
Were they going to move to the US?  If not, they did not need a 
US license.  If yes, they why did they need to use YOUR address 
when they will have their own?

What is the procedure for a US Citizen to obtain a HS0Zxx call? 
I know the Thai gov't will grant a call with the prefix of HS0Z 
to non Thai's.  Are you not actually tested at a Thai gov't 
office?  No VE's there.

I don't mind being tested in a foreign country if I intend to 
stay there and operate there.  But I don't believe calls should 
be issued without an exam to someone who may never enter the US.

Why not just issue them US driver's licenses with no testing at 
the same time so if they ever come here they can rent a car and 
be let loose on our roads?

I was based and lived in the Philippines.  I was in the country 
with an Official Passport so I did not require a visa.  I 
operated as a /DU with a reciprocal permit that had to be renewed 
annually.  I could not be tested for a DU license unless I filed 
paperwork to become a permanent resident of the Philippines. 
This involved a lot of paperwork, a substantial deposit in a 
local bank, proof of uninterrupted income, etc.  I had rent 
receipts, receipts from utilities, a Filipino driver's license, 
and Filipino call letter license plates (with my US Call) on my 
car but still could not be tested for a DU call.  After I retired 
I continued to travel there every two years or so.

I am eligible for their Balik Bayan extended visa normally issued 
to former Filipino citizens who later became citizens of other 
countries.  I renew my Filipino driver's license so I can drive 
while I am there.  But I CANNOT be tested for a DU license.  But 
yet Filipino High School students can have their friends sign off 
the USA VE paperwork and obtain a US Extra Class call with no 
testing what so ever.  Is that fair?
