DXKeeper does in fact download uploaded QSOs, compare them to your logged
QSOs, and report discrepancies. An uploaded QSO that was rejected or lost by
LotW is a different scenario than an uploaded QSO that was accepted by LotW
but never generated a QSL.

There is no way for a logging app to review LoTW entries short of doing
a download and comparing it to the log . What I think they actually do
is read the return header for a sign of a good upload. But an indication
of a successful upload doesn't mean anything as far as matching goes.
