I ran into the same thing.  Last year I wanted to cash in my 
older IRC's before they expired and purchase some of the new 
ones.  My main P.O. knew NOTHING about IRC's.  Finally the 
Postmaster told me to try the Airport Branch P.O.  At the airport 
branch I did at first get a run around then the clerk asked 
someone who knew what he was doing and showed the clerk how to 
exchange my ready to expire old IRC's for Intl airmail stamps and 
got some of the new IRC's out of the safe to sell me.  So if you 
have an airport branch P.O. that is used to working with Intl 
mail they may be able to help you.

I would expect the older IRC's that expired at the end of the 
year would not be redeemable at foreign post offices even if 
there was extra postage added to them.  Better to just insist on 
the new ones.
