[Dx-qsl] Lebanon and IRCs

Ken,
 
It's my understanding that IRCs are not useful in Lebanon.  I have had
success with green stamps but, due to mail theft problems, only when
sent registered air mail, return receipt requested, with restricted
delivery.  (Yes, this is almost the most expensive way possible to send
an uninsured letter.)  The return receipt is a post card sent back to
you upon delivery with the recipient's signature, and restricted
delivery limits delivery to the addressee.  Be sure that the envelope
has paper sealing tape (not plastic -- the post office will not accept a
registered letter with plastic sealing tape) covering all seams.  (Most
post offices will place paper tape for you, without charge, especially
if you ask.)
 
If the address is not a post office box DHL or FedEx are also options,
although I have not tried them.
