This sounds very much like the UK's 1st and 2nd class stamps [labelled
as such, rather than with a price [currebtly 32p and 23p]

If I buy one today - I can use it in ten years time - regardless of
what the 'real' rate of postage is then.

However - while I could buy 1,000 today at 32p, which would last me a
fair while........If I bought them in April [after the next price
increase] they would cost me 34p - as you will always pay the 'current
rate'.

For those willing to 'invest' they make a certain amount of sense.

I usually buy a sheet of 1st class during the week prior to any
increase <smile>
