The USPS web site goes into detail about the new postage rates, bit does not 
mention international rates at all.  Therefore, it is probably safe to 
assume that they will remain at $0.63 to Canada & Mexico, and $0.84 for the 
rest of the world.

Prior to last year's increase, there had been several increases in the 
1st-class rate without any increases in the international rates.  Hopefully 
this will remain true for some time to come.
