[Dx-qsl] duh forgot to give the GS/IRC url info

After having another look I think the table is wrong and it should read:

GERMANY > USA 1 IRC 2 USD
GERMANY > EUROPE 1 IRC 1 USD.

Perhaps the same applies to HB9..

- Why 2 IRC's?

Deutsche Post web site mentions nothing about USA vs EU "IRC exchange
rates":
