[Dx-qsl] duh forgot to give the GS/IRC url info

Hello all,

Can one of DL's please clarify:

GERMANY > USA 2 IRC.

- Should we read this as "Germany > outside of EU"?
- Why 2 IRC's?

Deutsche Post web site mentions nothing about USA vs EU "IRC exchange 
rates":

for payment of the postage on priority standard mail items sent abroad (e.g. 
postcards, standard letters or aerogrammes incl. air conveyance).

retail outlet in Germany, please ensure that you always provide the shipment 
and the corresponding reply coupon together. It is not possible to exchange 
it for cash or postage stamps. Additional postage for nonstandard items and 
/ or special services is not covered by the international reply coupon and 
is to be paid by the person returning it."
