IBRS is defined by UPU & all one needs to do is post the
IBRS item.
To receive IBRS items obviously requires establishing
some relationship with your UPU member country's
postal administration. That is to receive IBRS items
that are meant to come back to you, because you sent
them out to begin with.
Some domestic form of IBRS is another matter - SASEs
are probably better for that.
BTW, some IBRS items from Japan Post are non-compliant
with UPU in that they include expiration dates - which
cannot be found in UPU LM. Other country's postal
administrations might do the same. Since the prescribed
form of IBRS items per UPU does not include an expiration
date, by covering it up makes the item fully compliant - in
case anyone receives ones like I have.
