I understand that this is done to cause the United States Postal
Service to route letters for Mongolia through Japan.  It does not mean
that there is a formal agreement on the part of Japan Post to forward
mail to Mongolia.

In my understanding of the situation, if a letter is addressed to
simply to "Mongolia" the USPS standard routing is to route it through
Russia, where there has been a history of pilfering of mail -- though
I understand the problem there is much reduced from what it was in
years past.
