Ukrposhta lists IRCs as one of its services:

They cost USD1.72.

Folks in some places are probably still in accept-what-
should-not-be-accepted mindset.  I would suggest that
if it is acceptable that a particular postal authority does
not provide the service it says it does, that it should be
acceptable Ukraine's does the same.

"My country, right or wrong" goes both ways.

And sorry to mix threads, but cheers to KC1F for his
contribution towards recent ER discussion - they share
same root issues.  Would not be surprised if slagging
of V51AS started somewhere like here, too.  Perhaps
W3SJ should add "telling DX how to QSL" to purpose
for this list. ;^(
