Hi!

It appears the Ukraine is on the Universal Postal Union's list of
postal authorities that sell new IRCs.  There is a list - all in 
French - available at:

With that being said, the Ukraine could be just like many other 
countries - not all post offices sell IRCs.  Possibly just the
main post offices in the largest cities.
