Thanks to Mike -  and indeed everyone else who replied [so far[ off
list.

ALL of you, without exception, agree that it would not have taken too
much effort for postage to have been enclosed.

Changing topic everso slightly - I also received today [It must have
been my lucky one !] Two requests from a 'well known' Russian 'QSL
Service' in separate envelopes and neither had return postage
enclosed.
I e-mailed the gentleman concerned and have just been advised
that.........and I quote.
"In Russia post department does not sell and does not let out IRC 
$ Are forbidden to transfer in envelopes."

Well, I'm sorry old chap, but 1,000's of other Russian Amateurs manage
to get hold of IRC's or send nicely folded 'greenbacks' inside their
return envelopes.
