I don't see it as commercial at all; it's just a 
way of getting money for return postage into the 
hands of the DX ham. What WOULD be commercial is 
if he asked for a lot more than the cost to send 
the letter back. If it costs €1 postage (plus 
envelope and card) and he asks for $5 I'd call 
that too much and wouldn't send. If he asks for 
$2 or even €2, I wouldn't mind.

Also remember, PayPal charges the person who 
receives money not the one who sends it, and the 
costs can be quite high (close to 4% of the transaction).
