Hi Graham
The USA arrl buro charges for out going cards. The
incoming 7 call area sorters are club  volunteers. I
as a manager pay for all outgoing cards and as a
service to me which I appreciate very much, incoming
cards to the stations I handle are hand carried to me
from the 7 qsl sorters.
Countries who have free service and qsl every contact
like the JA's create a burden to many who have to foot
the bill. Not only do some qsl direct, they load the
system with a buro card for the same contact :-( As a
manager, I accept that as part of my job
