Not sure any post offices have the "new" 2.00 USD IRC's yet.

I've had to do this with the last two IRC price increases, both from 
$1.75 to $1.85 and now from $1.85 to $2.00.
Your local postal clerk has the option of placing the additional 
postage (in stamp(s)) either on the front, in the box on the left 
hand side, and then stamping them over with the local post office 
rubber stamp. Or, alternately, they can place the additional postage 
on the back. If placed on the back, they have the option of using 
franked postage, i.e. a printed postage strip from the machine.

Either way works, especially with countries in Europe who are 
familiar with IRC redemption. I have my doubts with remote post 
offices in the third world.

There's actually a U.S. Post Office bulletin on the subject of adding 
postage to under-denominated IRC's.  My local postmaster showed me a 
printout detailing the procedure. She had to find it on the internet 
because her regional supervisor couldn't even spell IRC.

Government bureaucracy at its finest.
