One big reason is to ensure that any cards submitted for 160 are
indeed authentic. Since 160 is such a difficult band to get 100
confirmed on Bill wants to take the time to ensure that the cards are
valid (though I'm guessing it's not such a worry for east coast
stations working England, France, etc).
Bill Moore told me of one situation a long time ago where a 17m card
was doctored thus: The QSL sender marked the band as being 18 MHz.
Some "creative" boob put a period in between the numbers. The inks,
of course, didn't match and that was that. There are probably a few
other scenarios, too.
Frankly I'm even more surprised that 6m and EME cards aren't subject
to the same scrutiny.
