Uh - the bureau ?  I've received MANY ER QSL cards via the bureau, and UO5 
cards before that.  I've posted a list before, but maybe many of them are 
guys that answered my contest CQs from New Hampshire, and they aren't that 
visible on the air as they don't call CQ.  I suppose you could email ARRL 
and see EXACTLY how they ship cards to Moldova - at least then you would 
have some reasonable expectation that the cards at least arrived in Moldova 
OK.  I'm also a little disappointed that ER1DA wouldn't at least just put a 
card in the bureau for you after hearing of your situation, if you emailed 
him the QSO particulars...
