[Dx-qsl] updated IRC/GS chart

I've updated the IRC/GS chart information.
The chart can be downloaded/SAVED at:

And the chart can be viewed online at:

There is still some countries old info.
If you know a fellow op in one of these countries, please ask them to send 
me this new info directly.
To avoid any errors due to translation, it would help if info was provided 
in this format.


EXAMPLE
Country     #of IRC,     #of GS,     EURO/Local,    Source    and any 
special info for NOTES
USA            1            1        1                W9OL    USA, all 
possessions and APO addresses

Don't forget the LoTW system, which is a lot cheaper and faster than 
trusting the mail.
HB9BZA has created a site that lists the callsigns of those taking part in 
LoTW.

I urge present LoTW users to send him a copy of your lotwimport.adi file.
He merges the files to create a master list of LoTW users.
You can instantly check to see if you should spend money, or upload your log 
to LoTW for that confirmation you need.
If you use a internet cluster that employs the ARU Cluster Software, cluster 
spots for stations that upload to LoTW are indicated.
