Negative Al,
No Indonesian callsign counts for Timor-Leste, all QSOs
made with stations in what is now East-Timor before 1 March 2000
count for DXCC as Indonesia, ofcourse after September 1999 there
weren't any HAMs left in the Territory.
Believe me I know, I was there !

So, YC9BU/P is only good for DXCC Indonesia, I think Kadek was
in the Town of Kupang in West-Timor, Indonesia.
