$GS, IRC's, stamps whatever is specified, if it is specified.
 
The issue here is that the response could have been handled  differently.
 
e.g.    -send the card back through the buro
          -don't do anything,  most of us who haven't rec'd a card after a 
while will
          send an email to the  manager inquiring about status, he can inform 
you then of
          the reason it hasn't  been sent
 
But to send a note back using the same envelope and stamps that wasn't good  
enough for the card?
 
FWIW $2 in this case works but it may not always work for a response from  
Germany( and a few others)as it currently costs 1.70 Euros/  appx $2.15 to  send 
a card back. I'm sure it would be an irritant to not get a card due to that  
.15 shortfall.
 
As a result we all need to be aware of rate changes regardless of what we  
use to get a QSL.
