[Dx-qsl] Cutoff date for Challenge Submissions

There is no cutoff date for Challenge submissions. They are updated
monthly (daily?) on the DXCC website. I'm not sure if the totals, except
for the top few, will be listed in future DXCC Yearbooks. There was an
email from the DXCC desk regarding this a few months ago.
