Well, from a foreign point of view (although i'm a member of the ARRL) i
have to tell that i have been very satisfied with my application
experience, 6 monthes ago.

It was my first application ever. Mixed between LotW & cards. Got
support from the DXCC desk (sometimes Bill Moore, sometimes anonymous)
before, during and after the submission.
