Jim has it correct to an extent.

Those checking the cards are only "dumb" with regard to DCXX.

While there have been many complaints voiced here over customer 
service - what I see is a consistent gripe that someone quite 
directly told the applicant that there is a requirement on the manner 
the cards are to be submitted.

In fact the computer program used to accept the input of for DXCC is 
NOT as robust as many would think. The reason the specific order is 
required is to speed the entries so that the inputting operator only 
needs to change the band and mode information when needed. The band 
and mode information is "sticky" in that it stays the same until 
changed from the last entry.

I experienced this when I initially began using a computer for 
logging DX QSO;s during my TU2NW operations in early 80's. All that 
was needed with it was to enter the call sign, the band and mode 
remained the same from one entry to the next until I changed it.  The 
method I employed just as the DXCC does is much more efficient for data entry.

All it requires is to take the time to follow directions
