[Dx-qsl] DX QSLing - totally blanking on alternative to Registered Mail

I'm having a mental block...

There is some international delivery service which is almost as good as
Registered Mail, but not quite as expensive (around $4 if I remember right).  I
can't for the life of me remember the name.  Can someone please help?
